VCTF Seminar Series: The Regulation of Demand Response

This is the second seminar in our series exploring industrial-scale demand response. Violette Mouchaileh (AEMO) and Dr Alan Rai (AEMC) will present demand response from the regulators' point of view, including:

• Implications of the rule change allowing demand response to participate in wholesale energy markets;

• The effect of a two-sided market on industrial demand response; and

• Opportunities for the energy system from industrial demand response.

Violette Mouchaileh is the Executive General Manager, Emerging Markets and Services at the Australian Energy Market Operator (AEMO). Violette's role focuses on developing and implementing strategies for emerging areas, including integrating Distributed Energy Resources (DER), and developing value-add data and information services.

Prior to moving to her current role in December 2018, Violette held various roles at AEMO in market design development, market change implementation and operations.

Violette previously held roles driving energy market policy in the Commonwealth government and working on competition policy initiatives at the Australian Energy Regulator (AER) and Australian Competition and Consumer Commission (ACCC). Her experience includes economic regulation, energy policy development, development of regulatory frameworks, market development and design, and market change implementation.

Dr Alan Rai is a Senior Economist in the Strategy and Economic Analysis team at the Australian Energy Market Commission. Since joining the AEMC in September 2015, Alan has led various projects including the integration of renewables into the grid, emissions reduction policies, and wholesale and retail electricity market design. He is also an Industry Fellow at the University of Technology Sydney, and a Senior Research Fellow at Macquarie University, where he is teaching courses in corporate finance and financial risk management. Prior to the AEMC, Alan worked at CSIRO, Macquarie University as an Assistant Professor, and at the Reserve Bank of Australia. Alan holds a PhD in Economics from the University of New South Wales.
